Pope Francis is being consistent. He is pro-LGBT and does anything and everything to promote the LGBT cause within the Church. The CDF, being the doctrine office, will be forced to toe his pro-LGBT line. Tasked with defending the faith, the CDF will become an instrument of suppressing and overturning the authentic faith.
